Major General Ansel M. Stroud, Jr. has been retained as an advisor to Shaw
Environmental & Infrastructure, Inc. ("Shaw E & I"). In this role, Major General
Stroud will provide expert advice and counsel on state and federal government
business development relating to the homeland security initiative.

Major General Stroud served in the United States military for over fifty years,
serving as Adjutant General of Louisiana for over 17 years before retiring in
November of 1997. As Adjutant General, he was responsible for the deployment and
coordination of programs, policies and plans affecting more than 14,000 members
of the Louisiana Army and Air National Guard. Noteworthy of his tenure as
Adjutant General, was the performance of the Louisiana National Guard units
during Desert Storm, when 6,400 Army Guardsmen from Louisiana were mobilized,
more than from any other state. Federally, General Stroud was selected to direct
a Department of the Army study on full-time training and administration for the
Guard and Reserve. The study, known as the "Stroud Study", was accepted by the
Department of the Army as a guideline for requirements of the National Guard and
Army Reserve for full-time manning programs.
General Stroud was appointed as the Director of the Louisiana Office of
Emergency Preparedness ("LOEP") in 1989. In 1991, the Guard and the LOEP were
recognized for their performance after Hurricane Andrew. General Stroud has also
served as a member of the Federal Emergency Management Agency's Advisory Board
("FEMA") representing the National Guard Association of the United States and as
the Chairman of the Board of Commissioners for the Orleans Parish Communication
District. General Stroud is a Past President of the Adjutants General
Association of the United States, a Past President of the National Guard
Association of the United States and a Trustee of the Association of the United
States Army.
